Like I said, the only question was how: Mozilla didn’t know what the mechanisms made by Apple to make this work would look like, but that can be worked out fairly easily later, once they have a working build.
They didn’t have to. The EU regulations have been public for a while now, the only question was how Apple was going to comply.
