Thats pretty much what the NPR article says, the only populist interests he takes action on that might slightly conflict with billionaires interests is H1B visas:

There was friction over H1-B work visas that Trump’s core populists consider anathema but that his backers in the tech world depend on. It was a battle between the Bannon and Musk wings of Trump’s movement.

But that’s also the only sort of populist interest his bigoted voters care about apparently.

The actual NPR article: Can Trump’s 2nd act work for the working class while giving back to his super donors?

I hate to do this, but: Betteridge’s law of headlines

Taking note from other dictatorial states, it could be in line with:

    • “Rude night-time drone attacks on Moscow”
    • “Chinese citizens begging the administration”
    • “Russian citizens begging Putin for help in oil spill disaster”
    • “Woman screaming at an apple in Hong Kong”

…and similar veiled critic presented as a “Plea to the King”.
